Birmingham, AL, Moves Closer to Regulating STRs
10/6/2026
The Birmingham, Alabama, City Council is advancing a proposed ordinance to regulate short-term rentals, with a full council vote scheduled for October 27. The proposal would require operators to obtain a business license and STR permit, carry liability insurance, meet safety and occupancy standards, and designate a local contact who can respond within 30 minutes to city officials. Police reported 231 calls involving STRs in 2026 (through September 27), highlighting concerns about emergencies, noise, parking, and disturbances. Councilors still want clearer rules for suspending or revoking permits after repeated violations. Zoning remains unresolved, with some councilors favoring restrictions on where rentals can operate. The proposal would also allow accessory dwelling units as STRs, while officials consider how licensing should apply to large operators.
