Clark County, Nevada, is considering a new approach to restricting unlicensed short-term rentals after a federal judge challenged key elements of the county’s existing Airbnb regulations. The county’s rules create large exclusion zones around resort hotels and other licensed rentals, while previous penalties for operating without a license reached $10,000 per day. After a lawsuit by STR owners and Airbnb, a judge halted fines and other enforcement measures, and the county is appealing. Now commissioners are considering an ordinance targeting hosting platforms such as Airbnb and Vrbo, which could face $500 fines for a first violation and $1,000 for subsequent violations if they facilitate bookings for unlicensed properties. The county has issued only 228 licenses despite more than 16,000 Airbnb listings in the area, according to Inside Airbnb. Supporters say the new rules protect neighborhoods and hotel-tax revenue, while rental owners argue they threaten their livelihoods and property rights.
