Cleveland Approves STR Crackdown

The Cleveland City Council has approved new regulations cracking down on short-term rentals after years of debate over how to manage the growing industry. The law requires rental owners to obtain licenses, pay fees and hotel taxes, meet safety and complaint-response standards, and comply with strict density limits that cap rentals at 10% of homes on a block or in a building. Officials said the rules are aimed at curbing unregulated “party house” behavior that has led to neighborhood complaints and safety concerns, while acknowledging that enforcement of previous rules was ineffective. Because so few rentals previously registered, many existing operators may not be grandfathered in and could be forced to shut down or seek zoning variances. The law will take effect in 180 days as the city builds its enforcement system.
