The El Paso City Council formally defined short-term rentals in the city’s zoning code, distinguishing them from bed and breakfast lodging. The definition includes any residential unit used for lodging for less than 30 consecutive days. The move is seen as a win for residents listing properties on platforms, as it removes ambiguity and eliminates the need for special permits or additional regulations. Heidy Seoenz, president of the El Paso Short Term Rental Alliance, said the definition legitimizes short-term rentals, giving owners clarity and allowing them to operate “by right” under existing residential zoning standards.
