The European Union is preparing measures to help cities restrict short-term rentals as part of a broader effort to address housing affordability and shortages. The European Commission plans to create a common framework for identifying housing stress and determining whether rental restrictions are proportionate, giving local governments stronger protection against legal challenges from property owners and rental platforms. The initiative will be included in the EU’s Affordable Housing Act and follows years of disputes over local regulations. Officials argue that rising tourist rentals are reducing housing availability, while Airbnb says solutions should be targeted and evidence-based rather than broad restrictions.
