Lisbon Overturns STR Rules That Failed to Cut Housing Costs

Lisbon is overturning its short-term rental (STR) restrictions after they failed to reduce housing costs. Measures imposed since 2019, including limiting new licenses and ending the Golden Visa for real estate, did not curb rising rents or property prices, which have nearly doubled in recent years. The city will now allow STRs in 18 districts up to 10% of local housing stock. The new rules aim to diversify accommodation, support locals’ incomes, and provide more affordable alternatives to hotels.
