Miss a Renewal, Get a Lien: Panama City Beach, FL, Turns Up the Pressure

Panama City Beach, Florida, is amending its vacation rental ordinance in two ways that operators should read closely. First, it pulls apartments into the city’s vacation rental certificate requirement, widening who must register. Second, it creates a new Section 8-184 that hits delinquent certificate renewals with fees, administrative assessments, and property liens, backed by formal notice and hearing procedures.

Why it Matters: Liens are usually reserved for unpaid taxes, not a lapsed rental certificate, so a missed renewal just got more expensive. And because it’s an enforcement tool rather than a use restriction, expect other Florida beach towns to borrow it.
