Pittsburgh Planning Commission Delays Vote on STR Rules

Pittsburgh’s Planning Commission has delayed a vote on proposed regulations for short-term rentals, choosing to wait for a legal review from the city’s law department. Commissioners want clearer guidance on enforcement and whether the legislation would withstand legal challenges. The proposal would restrict new STRs in residential areas to properties where the operator lives, require all rentals to be registered and licensed, and limit the number of units permitted in individual buildings. Existing rentals could continue operating if they comply with licensing requirements. Supporters argue that STRs contribute to neighborhood disruption, housing pressures, and safety problems, citing several shootings connected to rental properties. Many residents told commissioners the proposed rules do not go far enough and want restrictions on existing rentals as well. STR operators generally supported licensing and inspections but opposed unit caps and zoning restrictions. Pittsburgh has no official STR count, though AirDNA estimates about 2,500 units in the city. The bill will remain tabled until the legal opinion is completed.
