Report Finds Portland’s STR Rules More Punitive Than Comparable Cities

A report from the Portland Ombudsman’s Office found that the Oregon city enforces short-term rental rules far more harshly than its counterparts. The investigation began after a host received $115,823 in fines for 18 violations during a first offense, though penalties were later reduced. Investigators concluded Portland’s maximum fine for first-time violations can be at least 27 times higher than in other cities and that operators often receive no warning before fines. The report also raised concerns that complaint-driven enforcement may disproportionately affect immigrants, LGBTQ+ residents, and people of color. Officials recommended lowering first-time penalties, issuing warnings before fines, simplifying regulations, and shifting toward a more proactive enforcement system.
