Proposed by Councilmember Sean-Elo Rivera, the tax would charge $5,000 per room annually for vacant second homes and full-time vacation rentals, affecting about 2% of city homes and potentially generating $100-135 million yearly to address the budget deficit. Supporters say it ensures investors pay their share and helps make housing more affordable, while opponents warn it could harm the local economy and small businesses. The full council is expected to vote in January on whether to put the measure before voters.
