Santa Barbara, CA, Council Approves New Framework for STRs, Homeshares

10/12/2026

The Santa Barbara, California, City Council unanimously advanced new short-term rental regulations on October 6, with final adoption scheduled for October 27. The framework generally bans whole-home rentals and homeshares in inland residential neighborhoods while allowing limited rentals in designated commercial and mixed-use areas. Coastal Zone rules permit whole-home rentals in selected districts and broader homeshares. Requirements include licensing fees, two-night minimum stays, quiet hours, local complaint contacts, and a one-license-per-owner limit. Accessory dwelling units and properties occupied by long-term tenants within the previous 24 months are excluded. Licensing is planned to launch January 11, 2027, with existing unpermitted operators receiving until July 10 to comply.
