STR Bill Brings to Bear Differing Interests of Idaho Property Managers and Local Governments
2/11/2026
An Idaho House committee advanced House Bill 583, which would sharply limit how cities and counties can regulate short-term rentals, highlighting a split between property owners and local governments. The bill aims to protect owners’ rights by barring local licensing, fees, permits, or special registration, while allowing only basic safety, occupancy, and general nuisance rules that apply to all residences. Supporters, including property managers and realtors, argued current local ordinances create costly burdens and undermine small businesses and retirees. Opponents, including mayors and city officials, warned the bill would erode local control. Critics also raised concerns about enforcement and impacts on housing availability. The committee voted to send the bill to the House floor with a do-pass recommendation.
