Tybee Island, GA, Proposes Changes to STR Ordinance

Tybee Island, Georgia, City Council is considering new amendments to its short-term rental ordinance that would divide the island into four zones with different caps on vacation rentals, potentially softening restrictions passed in 2024 that aimed to phase them out. Under the proposal, eastern and southern zones near beaches and commercial areas could allow up to 60% of homes as short-term rentals, while western and northern residential neighborhoods would be capped at 30% to preserve community character. The 2024 ordinance had restricted transfers of vacation rental certificates, contributing to reported declines in home values and reduced rental eligibility for most properties. The new plan also includes a waiting list system for rental permits and extends code enforcement hours to 2 a.m. on weekends to address noise and party complaints. Supporters argue the zoning approach better balances tourism and residential needs, while critics say rising STRs have already displaced long-term residents and eroded community stability.
