Hopkins, MN, Moratorium Halts New Short-Term Rental Approvals
Hopkins, Minnesota, has enacted an interim moratorium on short-term rentals while the city studies its regulations. Effective October 29, the ordinance prohibits new STRs in the covered zoning districts, stops the acceptance and processing of applications, and prevents approval of pending applications. Existing STRs also may not expand, enlarge, or relocate within those districts. The November 4 council packet recommends denying a pending conditional-use application under the moratorium.

For vacation rental managers, the Hopkins action underscores the importance of monitoring zoning discussions early and advocating for protections for existing operations and pending applications. Participation in the city’s study will be important to shaping the permanent rules that follow.
